`POST /api/testing/content-diagnostics/scan`

## Request

Run a content diagnostics scan synchronously and return its topline. Findings only reach the UI
  through a scan, and the production trigger is a nightly job, so E2E tests need a way to run one on
  demand. Intended only for E2E tests.
