Everything on a schedule, in one list: crawl projects with a schedule
and kept searches and agent runs -- each with its status, last run and
what it changed, spend this month, the month's estimate, caps and who
is told. Active first, soonest next run first; paused last. `kind`
keeps one kind. A key held to some projects sees those, and no monitors.
