    - `index_dc_subtype` string, required: Index Data Collection Subtype object key moves to array after transformation
    - `layout_type` 'SINGLE_FILE' | 'YEARLY_DIR_DAILY_FILE': SINGLE_FILE: one file. YEARLY_DIR_DAILY_FILE: one directory per year, each day, a file with YYYYMMDD format.
    - `location` string, required
    - `name` string, required
    - `seed_file_path` string: Seed file for the data collection.
    - `start_time` string
