`POST /internal/users/{user_id}/process-deletion`

Process a user account deletion: remove credentials, the personal
organization and the user row (see account_deletion_service).

Returns ``deleted: false`` with ``blocked_by`` when the account still
owns infrastructure or money is outstanding; the worker retries daily.
