`GET /internal/deployments/provisioning`

Get all deployments in PROVISIONING or ERROR status.

Used by the deployment status sync job to find deployments
waiting for ArgoCD to deploy them, or ERROR deployments that
may have recovered and should be transitioned to RUNNING.
