Configure Harbor projects + robot accounts via the configureHarbor Pulumi
program (run by the worker). Creates the `mengi` and public `mengi-public`
projects and their CI/pull robot accounts, writing robot credentials to
OpenBao (harbor/docker-config, harbor/ci, harbor/public-ci). Idempotent once
the harbor-config Pulumi stack exists.
