The collection tags the account's documents carry.

An agent's memory scope is matched against these, so this is the only list where a
selection can match anything. Its own endpoint rather than a field of the old
workbench payload: the caller wants a handful of strings, and workbench built a tree
and a broken-link scan to hand them over — which on VM-backed storage means walking
the whole document tree.
