- AgentToolPolicyUpdate: Update an agent's default tool policy.
  - `default_tool_policy` ToolPolicy, required: Tool access policy — controls which tools an agent can use in a given context. Resolution order: agent default_tool_policy -> channel tool_policy -> session override.
    - `mode` 'all' | 'allowlist' | 'denylist' | 'inherit': How the tool policy restricts available tools.
    - `tools` string[]
