`PATCH /admin/mesh/agents/{agent_id}`

Set the per-agent mesh backend for a single agent.

- "nova": use Nova OS native /v1/ surface regardless of global setting
- "ang": use legacy ANG-compat endpoints regardless of global setting
- "shadow": use Nova OS as primary, fire local-flow comparison in background
- null: remove per-agent override (inherit global MESH_BACKEND)

Returns the updated effective backend.
