`GET /api/v1/cqc-report`

GET variant — pass the report's URL (HTML or PDF, including CQC's own site); we fetch and read it.

## Other responses

- `400`: Missing url
- `401`: Missing or wrong x-api-key
- `422`: Document could not be fetched or read
- `429`: Monthly quota reached OR burst brake (60/min)
- `503`: Temporarily unavailable — retry
