Per-service realised margin over settled reservations.

`breaches` is the list that should move a price or cut a cost: services
with enough measured calls to be sure, whose realised margin is under
CREDIT_MARGIN. `catalogue` is what the prices promise on paper, so the
two can be read side by side — the gap between them is the value of
having measured at all.
