`POST /api/rooms/{code}/board/file`

A file dropped on the board — any phase (unlike the setup-only
document upload above). Kept in memory on the room for previews
(GET below); PDFs and images also become room context so Align can
answer about them. The client then adds a `file` board item that
points at the returned `fileId`.
