`GET /api/me/projects/{project_id}/ask`

Projects PRD §22: "what are we trying to achieve? / what's left
to do? / what's blocked? / what did we decide? / what changed
recently? / which Work is overdue?" — exactly one answer path, never
both (same rule routers/ask_align.py's task-question gate uses): a
status question gets the zero-LLM live-count answer; anything else
gets a semantic answer restricted to this Project's own indexed text
plus everything it's linked to, so citations can only ever point at
this Project's real objects.
