The Pages panel's "Checks" tab: reads the doc against the team's
decisions, Chat topics and open Plans tasks (context/doc_checks.py).
`text` is the editor's live text (collab edits may not be saved yet);
without it the stored content is used. Only sources the caller can
already see are read — every list below is the user-scoped one.
