False for one legal entity of a real multi-entity company, or when the entity roster cannot be verified (no roster, read failure, or an entity not on it): fail closed, never widened.
      - `reason` 'entity_scope_unavailable' | 'null', nullable, required: entity_scope_unavailable whenever available is false; null when available is true.
