Teaches the CAC tagger whether a vendor is sales & marketing spend for one concrete legal entity. Requires the founder/admin capability (company role admin or owner). Writes an entity-scoped cac_vendor_rule (confidence drifts on repeat corrections) plus a durable append-only audit event. Provide a merchant or a transactionId; the entity resolves from the entityId query parameter or the caller's single authorized entity.
