`POST /api/admin/bot-chats/{chat_id}/resend`

Re-trigger the bot to regenerate & re-send its answer to the last user message in
this chat. The actual generation runs inside agent_service (identical to the normal
bot flow); the answer is delivered to the user in Telegram.
