`POST /api/projects/{project_id}/sync-instances`

Phase 4 (definition updates, v1): push the source agent's env to every
instance and reload it. Active instances hot-reload (or restart); sleeping
instances pick the new env up at their next cold boot, since the platform's
standing env semantics.
