`GET /api/computers/plan`

What the account's one plan allows, and how much of it computers use.

Plan 37 deleted the checkout, portal, cancel and resume routes that used
to sit here. They sold a second subscription for the same machine, so an
account could hold two. A plan is bought once, on the Billing page, and
``billing_url`` is where this page sends anyone who needs to change it.

Successful Response

- PlanStatusOut: What the account's one plan allows, as the Computers pages read it. Plan 37 deleted the Computers plan and its catalog. There is no plan key here to choose and no invocation allowance to spend: a computer is one machine on the account's seat plan, so this reports the seat plan by name and the machines it covers. Buying and changing a plan happens once, on the Billing page, which is why the checkout, portal, cancel and resume routes that used to sit beside this one are gone. ``machines`` counts every machine the tenant holds, agents included, because they share the allowance.
