`GET /api/billing/config`

## Request

Live pricing config (plan 20). The frontend keeps the legacy UI when
v2_enabled is False and switches to wallet-first pricing when True.

## Response `200`

Successful Response

- BillingConfigResponse: Live pricing configuration (plan 20). `v2_enabled` gates the new wallet-first UI: when False the frontend renders the legacy UI.
