`GET /api/agents/{agent_id}/skills`

## Request

Enumerate OpenClaw skills available in this agent's runtime.

Wraps `openclaw skills list --json` inside the container/VM and returns
a structured summary so the dashboard can render an at-a-glance view of
what's eligible, what's blocked on which binary/env, and what's
unsupported on the agent's OS.

Openclaw- and hermes-family agents are supported (the others don't
have a skill registry). Sleeping serverless agents are woken.
