`GET /v1/workspaces/{workspaceId}/ads/tiktok/{accountId}/comments`

List the top-level comments on the ads of one TikTok advertiser from the stored copy, with paging, filters for public or hidden and resolved, and the time of the last sync. Stale after thirty minutes; ads.tiktok.comments.refresh asks TikTok again. The account must be a TikTok account. Read-only.
