Upsert one (sport, league) row — same handler for editing an existing
row and adding a brand-new sport/league override, since set_mode() itself
upserts. Promoting to 'full' (transition into full from any other mode,
or a brand-new full row) requires a documented reason: it's the only mode
that spends on the Layer-2 deep-research validator.
