Public API Access subscribe. No merchant account until Stripe is paid.

Staging Infisical ``STRIPE_SECRET_KEY`` is ``sk_test``; production is live.
The form never talks to Stripe directly — Checkout URL comes from this API.
``plan`` selects SWE-1157 Price ``STRIPE_API_PRICE_ID_TIER1/2/3``.
SWE-1238: the ``User`` row is created by the return URL or the paid webhook.

## Request body

- ApiAccessSignupRequest: Unlisted marketing form: create (or resume) a pending merchant and start API Access Checkout.
  - `email` string, email, required
  - `password` string, required
  - `name` string, required
  - `company` string, required
  - `country` string, required
  - `consent` ConsentPayload, required: ToS / DPA / Privacy timestamps captured at the moment the merchant ticked the checkboxes on Step 1. The IP, if present, is truncated to /24 (IPv4) / /48 (IPv6) inside the service layer for GDPR minimization.
