`GET /v1/admin/v3/manual-verification-submissions`

## Request

- Auth: one of:
  - HTTP bearer
  - API key in header `X-LOPPEE-API-Key`

Returns private pending or historical entity/license submissions only to a human with fresh AAL2 or a back-office agent whose exact active key carries complete_manual_verification. Raw storage references are never returned; any document URL is short lived. Licence rows include the business taxonomy aliases required for exact, non-wildcard scope.
