List advertising refund requests (SLA view). The response is scoped and validated by the runtime repository; unknown or unauthorized resources use the canonical error envelope.

- object: Refund requests with acknowledge_by (5 business days), due_by (10 business days after confirmation), overdue flags and newest-first allocations. Requires manage_billing.
