Read ads intelligence quality. The response is scoped and validated by the runtime repository; unknown or unauthorized resources use the canonical error envelope.

- object: Forecast vs actual for ads with at least 14 days since their latest forecast (within +/-35% of the forecast midpoint), by category, and suggestion outcomes (shown, applied, dismissed, apply rate). Assistant task metrics arrive with phase 5. Requires manage_billing.
