List ads changes by the assistant and agents. The response is scoped and validated by the runtime repository; unknown or unauthorized resources use the canonical error envelope.

- object: Changes requested by the Loppee assistant or an owner's connected agent (phases 5-6) with the policy outcome (pending_confirmation, applied, rejected, expired, blocked_by_policy); empty until those channels exist. Requires manage_billing.
