`POST /v1/sms/stop`

## Request

  - none
  - API key in header `X-Lodestar-Key`
  - OAuth 2 (authorization code, authorization URL `https://api.lodestarstamp.com/oauth/authorize`, token URL `https://api.lodestarstamp.com/oauth/token`, scopes: `mcp:read`)
  - API key in header `PAYMENT-SIGNATURE`

Requires Worker secret INTERNAL_OPS_KEY as Authorization: Bearer. 401 if the bearer is missing or wrong. 503 if the secret is not bound. X-Lodestar-Consumer does not grant this route. Later consent reads report stopped.
