EPA RCRAInfo hazardous-waste handler records for a county or ZIP, for buyer, owner and lender agents. Returns generator status, activities, coordinates, and ECHO verify links for an address, point, ZIP with state, or state and 3-digit county FIPS. Reporting notifications only, not exposure, contamination, or a safety verdict.
Use this when you can call Locus free tools (REST tools/call or MCP).
Use locus-rcra-handlers instead when your client can only call paid x402 routes; it returns the same records. Direct flat-body route for this one free resource; no API key, payment, or catalog wrapper. Return only the cited bounded evidence described here; this route never produces a paid brief or full report.

## Request body

  - `address` string: Optional US street address or place; NC uses AddressNC first, other areas use the national geocoder fallback when latitude/longitude are not provided.
  - `latitude` number: Optional decimal latitude; provide with longitude to skip address geocoding.
  - `longitude` number: Optional decimal longitude; provide with latitude to skip address geocoding.
  - `place` string: Optional US place or address; use a street address or unambiguous place with state when FIPS are not provided.
  - `state` string: Optional two-letter state code, e.g. NC. Required only when using explicit countyFips3 or ZIP without address/place/point.
  - `countyFips3` string: Optional 3-digit county FIPS; provide for county scan when ZIP is absent, or omit to resolve from address/place/point.
  - `zip` string: Optional 5-digit or ZIP+4 code; provide for ZIP scan instead of countyFips3.
