Code-enforcement rows for one exact subject: an NYC BBL or address, a published parcelId plus jurisdiction, or an unincorporated Wake County address verified against the parcel site address. Coverage: New York City, San Francisco, Austin, unincorporated Wake County. Each source has its own scope; complaints and cases are not confirmed violations. Requires LOCUS_PARCEL_CODE_CASES_ENABLED. No owner, tenant, unit, narrative, or compliance verdict. Direct flat-body route for this one free resource; no API key, payment, or catalog wrapper. Return only the cited bounded evidence described here; this route never produces a paid brief or full report.

  - `address` string: Exact building street address. New York City resolves to a BBL; unincorporated Wake County, NC is matched by verified site address. Other places need parcelId plus jurisdiction.
  - `bbl` string: Exact 10-digit NYC Borough-Block-Lot parcel identifier.
  - `jurisdiction` 'us-ny-new-york' | 'us-ca-san-francisco' | 'us-tx-austin' | 'us-nc-wake' | 'us-nc-charlotte': Jurisdiction id that scopes parcelId, for example us-ca-san-francisco (block+lot, e.g. 6311024E) or us-tx-austin (Travis parcel id).
  - `parcelId` string: Exact published parcel id for the jurisdiction. Never guessed from an address.
  - `limit` integer
