EPA National Emissions Inventory facility and pollutant rows near an address for agents reviewing distance-ranked tonnage. Bounded summary or detailLevel=full facility-pollutant matrix. Periodic inventory estimates, not monitoring, exposure, or a burden score. Charge-free when no facility rows resolve.

## Request body

- object
  - `address` string: Optional US street address or place; NC uses AddressNC first, other areas use the national geocoder fallback when latitude/longitude are not provided.
  - `latitude` number: Optional decimal latitude; provide with longitude to skip address geocoding.
  - `longitude` number: Optional decimal longitude; provide with latitude to skip address geocoding.
  - `radiusMeters` integer: Straight-line search radius in meters; default 5000.
  - `reportingYear` 2023: Optional NEI inventory year; the active mirror currently supports 2023.
  - `detailLevel` 'summary' | 'full', required: summary returns nearest facilities with a capped pollutant rollup plus counts of every facility/pollutant row it leaves out; full expands the complete per-facility per-pollutant matrix (large: a 5 km industrial-metro query can exceed 140 KB).

## Response `200`

Atomic read result. A substantive result is paid; an empty/out-of-coverage result carries charged:false (x402 settlement suppressed).

## Other responses

- `400`: Invalid request body.
- `402`: Payment Required. For x402 v2, repeat the identical request with a valid PAYMENT-SIGNATURE header (legacy X-PAYMENT is accepted for compatibility). MPP is disabled for paid-only atomic research.
