# Local legislation (preview)

`POST /api/locus-local-legislation`

## Request

- Base URL: `https://api.locus.report`
- URL: `https://api.locus.report/api/locus-local-legislation`
- Auth: one of:
  - API key in header `PAYMENT-SIGNATURE`
  - API key in header `Authorization`

Returns one LegiScan or Legistar headline bill for an address, covering zoning, ADU, rental or tax items. Returns the same records as locus_local_legislation. Use this when your client can only call paid x402 routes. Use locus-local-policy-brief instead when you need the full matched set, bill-text provisions, status history and property-class mapping. Not legal advice.

## Request body

- object
  - `address` string, required: Street address or place; resolves the state/locality whose legislation is scanned.
  - `ownerActions` string[]: Optional owner-action categories; the one-headline preview is selected from matching items.
  - `domains` string[]: Optional property-policy domains, for example property_tax or zoning_land_use; the one-headline preview is selected from matching items.

## Response `200`

Atomic read result. A substantive result is paid; an empty/out-of-coverage result carries charged:false (x402 settlement suppressed).

## Other responses

- `400`: Invalid request body.
- `402`: Payment Required. For x402 v2, repeat the identical request with a valid PAYMENT-SIGNATURE header (legacy X-PAYMENT is accepted for compatibility), or use Authorization: Payment for MPP Tempo when advertised in x-payment-info.offers.
