Official property-topic agenda leads from verified Legistar jurisdictions, with dated event and item identifiers and government meeting links. Explicit jurisdiction and bounded month only; generic topic labels, not raw agenda text, parcel matches, final actions, or a complete meeting history. Charge-free on no matching lead, capped miss, or source failure.

  - `fromDate` string, date: Optional inclusive YYYY-MM-DD meeting date; must fall within two months of the current month.
  - `toDate` string, date: Optional inclusive YYYY-MM-DD meeting date in the same month as fromDate.

## Response `200`

Atomic read result. A substantive result is paid; an empty/out-of-coverage result carries charged:false (x402 settlement suppressed).

- `400`: Invalid request body.
- `402`: Payment Required. For x402 v2, repeat the identical request with a valid PAYMENT-SIGNATURE header (legacy X-PAYMENT is accepted for compatibility). MPP is disabled for paid-only atomic research.
