## Request

Keyword-filtered official development, permit, and capital records, with official-source search of agendas, GIS, utilities, and ordinances, for compute-campus or crypto-mining activity near one US place. Each record cites a URL; news or social are unverified leads. Misses are charge-free. npx @velinussage/locus-agent-skill add.

## Request body

- object: US street address, latitude+longitude, or two-letter state code plus county name (optionally a municipality). Resolves the county, then returns cited data-center project records.
  - `address` string: Optional US street address; resolves the county when state+county is not provided.
  - `latitude` number: Optional decimal latitude; provide with longitude.
  - `longitude` number: Optional decimal longitude; provide with latitude.
  - `state` string: Optional two-letter state code for an explicit county scan, e.g. NC; provide with county.
  - `county` string: Optional county name for an explicit scan, e.g. Loudoun County; provide with state.
  - `municipality` string: Optional city/town name to target agendas, planning-board, and council searches.
  - `includeRepresentatives` boolean: Optional boolean; default true. Surface official roster/agenda/contact resources when a record surfaces.

## Response `200`

Successful paid artifact, or a free pre-charge diagnostic when the request is outside current coverage.
