Returns the ADVERTISED set only (== api/tool-count-floor.json's ceiling),
filtering the never-advertised stubs so this surface matches the local +
cloud catalogs. total == macos == advertised count; the raw catalog is never
exposed here, which is what made /.well-known/mcp.json drift (served the raw
170 instead of the advertised 162).
