`GET /survey/pending`

## Request

The machine's pending survey, i18n-resolved to `lang`. Sticky: keeps returning
the same survey until it's answered or dismissed. {"survey": null} if none.

Eligibility is TARGETING + expiry only (#2758): a row in survey_targets, unanswered and
undismissed, on an active survey that has not closed. There is no usage threshold.
