Feature requests públicos con votos — settings web UI.

Filters by `type = 'feature'` (the structured field set by the Swift
request_feature tool) instead of substring-matching the message body.
The previous ILIKE '%FEATURE%' rule pulled in any bug or log dump that
happened to contain the word 'feature' anywhere — for example bug
reports that referenced features, or log uploads with 'feature' in
the stack trace — so the public Feature Requests modal showed a
mix of bugs and features instead of just the real feature requests.
