Ingest a manifest-driven client telemetry event (TelemetryEngine.fire posts
here for <telemetry> tags). This route did not exist, so those events never
landed (mail/calendar/reminders_tool_called = 0 rows). Whitelisted, sanitized,
and bounded — no PII (tags are tool name / boolean flags by manifest design).
