Public: approved community submissions that carry an installable recipe manifest.
The client's recipe_discover lists these; recipe_install fetches one by id and
imports its manifest. Only moderator-approved rows with a manifest are ever returned —
pending/rejected and plain-text (no-manifest) submissions never leak here.

With ?id=N, returns the single skill's full manifest (what recipe_install needs);
without it, the catalog (manifest omitted to keep the list light).
