Lightweight machine list for the survey assignment panel. /admin/machines takes ~20s/page
(full-history DISTINCT ON + an events UNION for first_seen) and the panel paged it serially —
minutes of 'Loading machines…'. Assignment only needs recently-alive machines and the segment
fields, so: one query over the last `days` of heartbeats + tool totals. Sub-second.
