lmcp-api#104: where the quota identity of the five public write routes comes from, and how
often they met their per-address limit.

`sources` and `blocked` are per process since start (they reset on deploy, like
/admin/track-drops). `blocked_by_day` reads the `*_blocked` rate-limit events, which survive
deploys, so a before/after of a change to the identity can be compared by day (UTC).
/community/vote logs no event when it drops a ballot: it is only in `blocked`.
