Privacy-safe friction/frustration signal — the content-free replacement for the
rich report_problem capture lost in the April GDPR hardening. Aggregates the
agent-reported / auto-detected `friction_signal` events (categories only, no user
content) so we can see WHERE users get stuck and prioritize, like we used to.
