Dismiss a tool's friction signals from /admin/frustration.

- tool: the tool name to dismiss (e.g. "read_email"). Required — bulk-all is
  intentionally not offered (friction is meant to be worked per rough spot).
- days: how long the dismissal lasts (default 14). Re-surfaces after, so an
  unresolved rough spot comes back.
- note: optional disposition reason (e.g. "fixed jxa timeout in 3.0.266").
- disposition: one of false_positive | non_actionable | fixed | escalated
- dismissed_by: 'autonomous' or 'human' (default 'human')
