The canary's health, per platform (lmcp-api#108, colibird-ai/.github#85): what the person
deciding "Release to everyone" in the panel reads. Read-only, admin key only, fail-closed (a
database error is a 503, never a green). Every signal says whether it could be measured; "not
measured" is never 0. Reads only the canary machines' rows, from the moment the canary was set
(the `heartbeats` index is (machine_id, created_at DESC)).
