Requires the agent **root** ``ltx_*`` API key. Sets ``agents.frozen_at`` to now (UTC). Idempotent — repeat calls return the same timestamp. Irreversible via API v1. Invalidates active delegations where this agent is parent; bearer auth blocked except GET /v1/capabilities, GET /v1/me, and this endpoint.
