Latest funding rate per exchange/symbol.

Contracts that settle faster than every 8h (Kraken and Hyperliquid hourly,
some 4h alts) also carry `funding_rate_8h_avg`: the mean of their rate over
the last 8 hours. Annualizing a one-hour print x8760 next to everyone
else's 8-hour figure put those venues at both ends of every board; use the
average for any cross-venue comparison.
