# Create an organization contract owner

`POST /v1/procurement/accounts`

## Request body

- object
  - `name` string, required
  - `billing_email` string, email, required

## Response `200`

Existing organization returned when the same owner repeats the same name and billing_email.

## Other responses

- `201`: Organization and owner membership created.
- `409`: The owner already has an organization with that name and a different billing_email.
- `503`: Feature disabled, migration absent, or unavailable.
