`GET /licenses/{license_id}/link-summary`

Count the licenses and states linked to this license's contractor, without naming them.

Open to keyless callers, as the teaser for the key-only `/graph` and
`/verdict`: it shows a link exists, never which license or what backs it.

Args:
    license_id: The queried license's internal UUID.
    repo: Injected `LicenseRepository`.

Returns:
    How many other licenses and distinct states are linked.

Raises:
    LicenseNotFoundError: If no license with that id exists (a 404).

Successful Response

- LinkSummaryOut: How far a license's contractor reaches across licenses and states, without saying which (the keyless teaser).
  - `license_id` string, uuid, required: The queried license's internal UUID.
  - `linked_licenses` integer, required: How many other licenses are resolved to the same contractor.
  - `linked_states` integer, required: How many distinct states those other licenses are in.

- `404`: No license with that id exists.
- `422`: Validation Error
