Settle a cancelled, failed, busy, or unanswered client call without waiting for lev-ai.

## Request body

- ReportClientCallOutcomeRequest: A terminal outcome for a client-originated call with no recording to process.
  - `external_ref` string, uuid, required: The backend call record created before dialling began
  - `phone_service_call_id` string, required: The phone service's identity for this call
  - `dial_status` 'no-answer' | 'busy' | 'failed' | 'canceled', required
  - `duration_seconds` integer, required
  - `ended_at` string, date-time, required

## Response `200`

Successful Response

- ClientCallOutcomeResponse: The backend call record a client-originated terminal outcome settled.
  - `phone_call_id` string, uuid, required: The backend's durable record of this call
